This handbook aims to provide a better understanding of GATS and the challenges and opportunities of the ongoing negotiations. For users who are familiar with the General Agreement on Tariffs and Trade (GATT), similarities and differences are pointed out where relevant. Likewise, for users who are familiar with the balance-of-payments definition of 'trade', departures from the Agreement's coverage are explained. To stimulate further thinking about the core concepts and implications of the Agreement, several text boxes have been included to provide 'food for thought', and at the end of each chapter test questions have been added to recapitulate and ensure understanding of the core content.

The WTO dispute settlement system plays an important role in clarifying and enforcing the legal obligations contained in the WTO Agreement. It has gained a strong practical relevance as more than 300 disputes have been brought from 1 January 1995 through October 2003. While dispute settlement is certainly not the only activity taking place within the WTO, it has become an important part of the practical reality of the Organization. WTO dispute settlement has also become an important tool in the management by WTO Members of their international economic relations at large. The objective of this handbook is to give the reader a good understanding of the practical operation of this system. Working through this guide, the reader will be introduced to all elements of the dispute settlement process, from the initiation of a case through to the implementation of the decision.

"Written in a clear and accessible style that would suit the needs of journalists and scholars alike, this encyclopedia is highly recommended for large news organizations and all schools of journalism." —Starred Review, Library Journal Journalism permeates our lives and shapes our thoughts in ways we've long taken for granted. Whether we listen to National Public Radio in the morning, view the lead story on the Today show, read the morning newspaper headlines, stay up-to-the-minute with Internet news, browse grocery store tabloids, receive Time magazine in our mailbox, or watch the nightly news on television, journalism pervades our daily activities. The six-volume Encyclopedia of Journalism covers all significant dimensions of journalism, including print, broadcast, and Internet journalism; U.S. and international perspectives; history; technology; legal issues and court cases; ownership; and economics. The set contains more than 350 signed entries under the direction of leading journalism scholar Christopher H. Sterling of The George Washington University. In the A-to-Z volumes 1 through 4, both scholars and journalists contribute articles that span the field's wide spectrum of topics, from design, editing, advertising, and marketing to libel, censorship, First Amendment rights, and bias to digital manipulation, media hoaxes, political cartoonists, and secrecy and leaks. Also covered are recently emerging media such as podcasting, blogs, and chat rooms. The last two volumes contain a thorough listing of journalism awards and prizes, a lengthy section on journalism freedom around the world, an annotated bibliography, and key documents. The latter, edited by Glenn Lewis of CUNY Graduate School of Journalism and York College/CUNY, comprises dozens of primary documents involving codes of ethics, media and the law, and future changes in store for journalism education. According to the WTO, over a fifth of world trade consists of transactions in services. The General Agreement on Trade in Services (GATS) was created to extend the multilateral trading system to services, in the same way the General Agreement on Tariffs and Trade (GATT) provides such a system for trade in goods. Given its reach, the treaty's significance continues to grow.

This report deals with the relevant WTO Agreements and the way they may influence health and health policies. At the national level, health policy makers are increasingly interested in the two-way connection between trade and health. The principle objective of this report is to describe the actual and potential linkages between relevant WTO agreements and health so as to enable both trade and health officials to better understand and monitor the effects of these linkages. The report examines the main WTO Agreements to health and health policies namely the Agreements on Technical Barriers to Trade (TBT), Sanitary and Phytosanitary Measures (SPS), Trade-related Intellectual Property Rights (TRIPS), and Trade in Services (GATS). It also refers to the fundamental WTO principles of non-discrimination and national treatment, which guide the actual implementation of the Agreements as they relate to health issues. In subsequent chapters, the report focuses on eight health issues: infectious disease control, food safety, tobacco, environment, access to drugs, health services, food security and nutrition, and emerging issues, such as biotechnology. It also illustrates key areas where trade rules may either complement or conflict with national health policies. To conclude, the report emphasizes the need for policy coherence between health and trade at the national and international level and identifies opportunities to achieve greater coherence in health and trade policies in support of health and development goals.

The existing literature on the substantive and procedural aspects of bilateral investment treaties (BITs) relies heavily on investment treaty arbitration decisions as a source of law. What is missing is a comprehensive, analytical review of state practice. This volume fills this gap, providing detailed analyses of the investment treaty policy and practice of nineteen leading capital-exporting states and emerging market economies. The authors are leading experts in government, academia, and private legal practice, and their chapters are largely based on primary source materials. Each chapter provides a description of the regulatory or policy framework governing foreign investment (both inflows and outflows) with a historical presentation of the state's Model BIT; an examination of internal government processes and practices relating to treaty negotiation, conclusion, ratification and record-keeping; and a detailed article-by-article analytical commentary of the state's Model BIT, elucidating the policy behind each provision and highlighting the ways in which the actual investment treaty practice of that state deviates from this standard text. This commentary is supplemented by the case law relevant to that state's investment treaties. This commentary will be of immense assistance to counsel and arbitrators engaged in arguing and determining the proper interpretation of BITs and investment chapters in Free Trade Agreements, and to government officials and scholars engaged in BIT policy formulation and implementation. It will serve as a standard resource for legal practitioners, scholars, policy-makers and other stakeholders in the field of international investment policy, law, and arbitration.
