Democracy Past and Future is the first English-language collection of Pierre Rosanvallon's most important essays on the historical origins, contemporary difficulties, and future prospects of democratic life. One of Europe's leading political thinkers, Rosanvallon proposes in these essays new readings of the history, aims, and possibilities of democratic theory and practice, and provides unique theoretical understandings of key moments in democracy's trajectory, from the French Revolution and the struggles for universal suffrage to European unification and the crises of the present. In so doing, he lays out an influential new theory of how to write the history of politics. Rosanvallon's historical and philosophical approach examines the "pathologies" that have curtailed democracy's potential and challenges the antitotalitarian liberalism that has dominated recent political thought. All in all, he adroitly combines historical and theoretical analysis with an insistence on the need for a new form of democracy. Above all, he asks what democracy means when the people rule but are nowhere to be found. Throughout his career, Rosanvallon has resisted simple categorization. Rosanvallon was originally known as a primary theorist of the "second left", which hoped to stake out a non-Marxist progressive alternative to the irresistible appeal of revolutionary politics. In fact, Rosanvallon revived the theory of "civil society" even before its usage by East European dissidents made it globally popular as a non-statist politics of freedom and pluralism. His ideas have been shaped by a variety of influences, ranging from his work with an influential French union to his teachers François Furet and Claude Lefort. Well known throughout Europe as a historian, political theorist, social critic, and public intellectual, Pierre Rosanvallon was recently elected to a professorship at the Collège de France, Paris, a position held at various times by Claude Lévi-Strauss, Michel Foucault, and Pierre Bourdieu. Democracy Past and Future begins with Rosanvallon's groundbreaking and synthetic lecture that he delivered upon joining this institution. Throughout the volume, Rosanvallon illuminates and invigorates contemporary political and democratic thought.

Dieter Grimm’s accessible introduction to the concept of sovereignty ties the evolution of the idea to historical events, from the religious conflicts of sixteenth-century Europe to today’s trends in globalization and transnational institutions. Grimm wonders whether recent political changes have undermined notions of national sovereignty, comparing manifestations of the concept in different parts of the world. Geared for classroom use, the study maps various notions of sovereignty in relation to the people, the nation, the state, and the federation, distinguishing between internal and external types of sovereignty. Grimm’s book will appeal to political theorists and cultural-studies scholars and to readers interested in the role of charisma, power, originality, and individuality in political rule.

Where do ideas fit into historical accounts that take an expansive, global view of human movements and events? Teaching scholars of intellectual history to incorporate transnational perspectives into their work, while also recommending how to confront the challenges and controversies that may arise, this original resource explains the concepts, concerns, practice, and promise of "global intellectual history," featuring essays by leading scholars on various approaches that are taking shape across the discipline. The contributors to Global Intellectual History explore the different ways in which one can think about the production, dissemination, and circulation of "global" ideas and ask whether global intellectual history can indeed produce legitimate narratives. They discuss how intellectuals and ideas fit within current conceptions of global frames and processes of globalization and proto-globalization, and they distinguish between ideas of the global and those of the transnational, identifying what each contributes to intellectual history. A crucial guide, this collection sets conceptual coordinates for readers eager to map an emerging area of study.

Ernst-Wolfgang Bockenforde (b. 1930) is one of Europe's foremost legal scholars and political thinkers. As a scholar of constitutional law and a judge on Germany's Federal Constitutional Court (December 1983 - May 1996), Bockenforde has been a major contributor to contemporary debates in legaland political theory, to the conceptual framework of the modern state and its presuppositions, and to contested political issues such as the rights of the enemies of the state, the constitutional status of the state of emergency, citizenship rights, and challenges of European integration. Hiswritings have shaped not only academic but also wider public debates from the 1950s to the present, to an extent that few European scholars can match. As a federal constitutional judge and thus holder of one the most important and most trusted public offices, Bockenforde has influenced the way inwhich academics and citizens think about law and politics. During his tenure as a member of the Second Senate of the Federal Constitutional Court, several path-breaking decisions for the Federal Republic of Germany were handed down, including decisions pertaining to the deployment of missiles, thelaw on political parties, the regulation of abortion, and the process of European integration. In the first representative edition in English of Bockenforde's writings, this volume brings together his essays on constitutional and political theory. The volume is organized in four sections, focusing respectively on (I) the political theory of the state; (II) constitutional theory; (III)constitutional norms and fundamental rights; and (IV) the relation between state, citizenship, and political autonomy. Each of these four cornerstones of Bockenforde's legal and political thinking features introductions to the articles as well as a running editorial commentary to the work. A secondvolume will follow this collection, focusing on the relation between religion, law, and democracy.

This book contributes substantially to urban affairs and public policy literature by presenting an introduction to the complex politics and public policy issues of Washington, D.C. The uniqueness of the city, as elaborated in this volume, provides background for understanding the non-traditional congressional relationship with the city and the way in which this establishes and perpetuates the continuing fight for congressional representation, real home rule and equitable federal benefits for citizens of the District of Columbia. Usually becoming a mayor, member of a city council, or agency head in a major city could become a stepping stone to higher office. In Washington, D.C. however, this has not been the case. Contests for political leadership operate in a unique political climate because Washington, D.C is the capital of the U.S., subject to congressional oversight, has a majority African American population, and has a majority Democratic population. Those who become mayor are therefore, confined to play a local with rare opportunities for a national role. One Objective of this volume is to highlight the difficulties of experiencing political democracy and adequate policy distribution by citizens of the District of Columbia. These analyses conclude that one of the major obstacles to these objectives is the manner in which home rule was constructed and persists, leading to the conclusion that the desire of citizens and their leaders for change is well founded.

Richard Tuck traces the history of the distinction between sovereignty and government and its relevance to the development of democratic thought. Tuck shows that this was a central issue in the political debates of the seventeenth and eighteenth centuries, and provides a new interpretation of the political thought of Bodin, Hobbes and Rousseau. Integrating legal theory and the history of political thought, he also provides one of the first modern histories of the constitutional referendum, and shows the importance of the United States in the history of the referendum. The book derives from the John Robert Seeley Lectures delivered by Richard Tuck at the University of Cambridge in 2012, and will appeal to students and scholars of the history of ideas, political theory and political philosophy.

Constitutionalism: Past, Present, and Future will offer a definitive collection of Professor Dieter Grimm's most important scholarly writings on constitutional thought and interpretation. The essays included in this volume explore the conditions under which the modern constitution could emerge; they treat the characteristics that must be given if the constitution may be called an achievement, the appropriate way to understand and interpret constitutional law under current conditions, the function of judicial review, the remaining role of national constitutions in a changing world, as well as the possibility of supra-national constitutionalism. Many of these essays have influenced the German and European discussion on constitutionalism and for the first time, much of the work of one of German's leading scholars of public law will be available in the English language.
