Im Jahre 1998 ver”ffentlichte die Journalistin He Qinglian die ?Fallgrube der Modernisierung?, eine Revue der chinesischen Wirtschaftsreformen seit 1978. Darin formuliert sie eine umfassende Kritik an der verfehlten Modernisierung Chinas und prangert offen die Korruption und Schattenwirtschaft an, welche die Volksrepublik bedrohlich nah an die Fallgrube der Modernisierung gefhrt hat. Dieses Werk war so brisant, dass sein Manuskript nur mit Verz”gerungen und Entsch„rfungen publiziert werden konnte. Trotzdem entwickelte sich unter chinesischen Intellektuellen eine hitzige Debatte ber Methodik und Inhalt von He Qinglians Analyse. Wie die vorliegende Untersuchung aufzeigt, standen in der Debatte weniger die aufgestellten Thesen im Fokus, als vielmehr He Qinglians Kritik an ihren ”konomischen Kollegen. So suchte sie nach einer Antwort auf die Frage nach der Wertneutralit„t der Wirtschaftswissenschaften und kritisierte den achtlosen Umgang chinesischer ™konomen mit westlichen Wirtschaftstheorien. Diese Studie basiert auf einer detaillierten Untersuchung von Artikeln aus chinesischsprachigen Journalen und zeigt, dass kaum eine Diskussion von He Qinglians Thesen stattgefunden hat. Kritiker zweifeln die verwendete Methodik und die Quellen an und bestreiten den Nutzen von He Qinglians Analyse. Auch die Befrworter rezipieren bestenfalls einige Thesen, ohne jedoch inhaltlich weiter auf sie einzugehen. Die Debatte wurde im Jahre 2000 von der Regierung erstickt, nachdem He China als ?polarisierte Hochrisikogesellschaft? bezeichnete und von einer ?institutionalisierten Korruption? schrieb. Seit 2001 lebt He Qinglian in den Vereinigten Staaten. Auch zw”lf Jahre nach der Debatte verlieren ihre Thesen kaum an Relevanz. Die Einkommensverteilung ist noch ungerechter geworden und gegen die Korruption konnten noch immer keine erfolgreichen Waffen eingesetzt werden.
