In this bold contribution to environmental law, Robert Verchick argues for a new perspective on disaster law that is based on the principles of environmental protection. He contends that government must assume a stronger regulatory role in managing natural infrastructure, distributional fairness, and public risk. Verchick proposes changes to the federal statutes governing environmental impact assessments, wetlands development, air emissions, and flood control, among others. This is a new vision of disaster law for the next generation.

Destroying human habitat and taking human lives, disasters, be they natural, man-made, or a combination, threaten large populations, even entire nations and societies. They also disrupt the existing order and cause discontinuity in our sense of self and our perceptions of the world. To restore order, not only must human beings be rescued and affected areas rebuilt, but the reality of the catastrophe must also be transformed into narrative. The essays in this collection examine representations of disaster in literature, film, and mass media in German and international contexts, exploring the nexus between disruption and recovery through narrative from the eighteenth century to the present. Topics include the Lisbon earthquake, the Paris Commune, the Hamburg and Dresden fire-bombings in the Second World War, nuclear disasters in Alexander Kluge's films, the filmic aesthetics of catastrophe, Yoko Tawada's lectures on the Fukushima disaster and Christa Wolf's novel Störfall in light of that same disaster, Joseph Haslinger and the tsunami of 2004, traditions regarding avalanche disaster in the Tyrol, and the problems and implications of defining disaster. Contributors: Carol Anne Costabile-Heming, Yasemin Dayioglu-Yücel, Janine Hartman, Jan Hinrichsen, Claudia Jerzak, Lars Koch, Franz Mauelshagen, Tanja Nusser, Torsten Pflugmacher, Christoph Weber. Katharina Gerstenberger is Professor and Chair of the Department of Languages and Literature at the University of Utah. F.A. Bauhofer, Geneva In disaster situations, the particular concern of WHO is not so much to offer immediate relief and assistance for affected communities, but to have ready prepared plans for the provision of primary medical care as well as for resuscitation and casualty services. Disast ers are characterized by a need for rapid assistance and by the inability of affected communities to cope with the large scale mortality, morbidity, and damage to essential installations and homes. In some highly elaborate and centralized societies even small scale events may assume the proportion of a disaster, if they result in the serious break down of vital services. The Executive Board of the World Health Organization has defmed disasters or "emergencies", as situations where there are unforeseen, serious, and immediate threats to public health. Particularly severe disasters may be classified as catastrophes; such -occurrences, whether natural or man-made, disturb or overthrow the existing order. For planning purposes, it is important to distinguish between different types of catastrophes since they require special relief measures. In the past, medical assistance was primarily needed in epidemics of, for example, plague, cholera, and smallpox. Today, health authorities face emergency problems brought about by major accidents and outbreaks of chemical pollution and poisoning, which may have long-term effects. The role of health services may differ quite extenSively in different types of cata strophes, and an attempt must be made to draw up specific plans to deal with them.

Disasters and their management are today central to public and political agendas. Rather than being understood as exclusively acts of God and Nature, natural disasters are increasingly analysed as social vulnerability exposed by natural hazards. A disaster following an earthquake is no longer seen as caused exclusively by tremors, but by poor building standards, ineffective response systems, or miscommunications. This book argues that the shift in how a disaster is spoken of and managed affects fundamental notions of duty, responsibility and justice. The book considers the role of law in disasters and in particular the regulation of disaster response and the allocation of responsibility in the aftermath of disasters. It argues that traditionally law has approached emergencies, including natural disasters, from a dichotomy of normalcy and emergency. In the state of emergency, norms were replaced by exceptions; democracy by dictatorship; and rights by necessity. However, as the disaster becomes socialized the idea of a clear distinction between normalcy and emergency crumbles. Looking at international and domestic legislation from a range of jurisdictions the book shows how natural disasters are increasingly normalized and increasingly objects of legal regulation and interpretation. The book will be of great use and interest to scholars and researchers of legal theory, and natural hazards and disasters.

The first edition of conflict and catastrophe was produced in 2002 and a second, successful edition, followed in 2009. The decision to produce these works sprung from painful problems experienced by colleagues and authors themselves during many humanitarian and related deployments. The guide for both editions was to provide, in one volume, an entry level text covering all aspects of deployment, with an emphasis on medicine and healthcare in these environments. This third revised, expanded and updated edition of Conflict and Catastrophe Medicine: A Practical Guide follows its successful predecessors in providing a framework for use by health professionals visiting a resource constrained environment. Encompassing problems brought about by local conflict or natural disasters, the book covers preparation, organisation, logistics, treatment of major trauma and medical emergencies, and the special problems of delivering medicine in a hostile environment. This book comprehensively tackles: Self-preparation of health professionals to face a range of medical and related problems which occur in hostile and remote environments; War and disaster medicine, covering acute management, rehabilitation, reconstruction and prevention; Bridging the fields of medicine, nursing, international relations, history, politics and economics. The book also touches on nutrition, infection, trauma, psychiatry and psychological medicine and training.
