It is universally accepted that there has been a huge growth in EU lobbying over the past few decades. There is now a dense EU interest group system. This entirely new volume, inspired by Mazey & Richardson's 1993 book Lobbying in the European Community, seeks to understand the role of interest groups in the policy process from agenda-setting to implementation. Am 1. Dezember 2009 trat der Vertrag von Lissabon als EU-Grundlagenvertrag in Kraft. Mit dem Vertrag wurden die Befugnisse des Europäischen Parlaments beträchtlich ausgeweitet. Betroffen davon ist die Gesetzgebungskompetenz des Europäischen Parlaments, d. h. bei fast allen EU-Gesetzen kann es jetzt mitbestimmen und über deren Inkrafttreten entscheiden. Dieses ordentliche Gesetzgebungsverfahren (oder auch Mitentscheidungsverfahren) kommt zukünftig in verschiedenen Bereichen zur Anwendung, z. B. in der Landwirtschaftspolitik, Energiepolitik und Zuwanderungsfragen sowie auch bei allen Fragen des Haushalts der EU. Ohne die Zustimmung des Parlaments wird nichts mehr gehen. Für Interessenvertreter bedeutet der Vertrag von Lissabon, das sie das ordentliche Gesetzgebungsverfahren genau studieren und verfolgen müssen. Die meisten für die Wirtschaft relevanten und zu unterstützenden Dossiers werden innerhalb dieses Verfahrens durch das Europäische Parlament entschieden.
