The analysis presented in this dissertation suggests that the press could and should play an important role in the democratic representation, and thus the empowerment, of San Jose's Latina/o community. Until now, however, newspapers are severely constrained by the liberal model of journalism that prevails in the United States. The participatory model of news production endorsed in this dissertation requires policies that break the monopoly of the liberal model by opening spaces for a strong alternative press. In particular, Latina/o empowerment requires the existence of Latina/o-controlled media where Latinas/os can represent themselves, articulate their voice as a community, and challenge dominant norms.
