The global financial, economic and sovereign debt crisis since 2008 has led to increases in political disaffection among citizens, a loss of legitimacy of political institutions, the discredit of mainstream parties and the rise of extremist or anti-system political alternatives. This comparative volume sheds greater light on this critical juncture in the recent history of the European Union (EU) by focusing on the evolution of attitudes of national political elites. It examines whether the crisis has affected the legitimacy of the EU integration project as perceived by national political elites and, consequently, if the elite consensus that constituted one of the most solid fundamentals supporting that project has been eroded. Analysing these changes across the different dimensions in which support for the EU is organized and its relationship with the evolution of support towards European integration among citizens in member states, the book addresses a basic question: How have these events affected the perceptions of the EU of national political elites? Ultimately, it sheds light on the evolution of the relationship between the perception of the EU and the national contexts, as well as the likely evolution of the project of European integration in the near future. This book will be of key interest to scholars and students of political elites, EU politics, European integration, political parties, and more broadly to comparative politics, European studies and sociology.

The European project has recently reached a critical point, where a discussion on the fundamental objectives of the European Union has entered public debate. There are considerable concerns about a new Euroscepticism arising in response to recent developments, especially the Eurozone crisis, and a general feeling of malaise towards the European project from both national elites and ordinary citizens of Member States. This paper looks at how Euroscepticism can be defined, the reasons behind its development in Western and Eastern Europe and the EPPÕs perspective on this phenomenon.Ê

The European Union (EU) is facing one of the rockiest periods in its existence. No time in its history has it looked so economically fragile, so unsecure about how to protect its borders, so divided over how to tackle the crisis of legitimacy facing its institutions, and so under assault ofEurosceptic parties. The unprecedented levels of integration in recent decades have led to increased public contestation, yet at the same the EU is more reliant on public support for its continued legitimacy than ever before. This book examines the role of public opinion in the European integration process. It develops a novel theory of public opinion that stresses the deep interconnectedness between people's views about European and national politics, and suggests that public opinion cannot simply be characterized aseither Eurosceptic or not, but rather consists of different types. This is important because these types coincide with fundamentally different views about the way the EU should be reformed and which policy priorities should be pursued. These types also have very different consequences for behaviourin elections and referenda. Euroscepticism is such a diverse phenomenon because the Eurozone crisis has exacerbated the structural imbalances within the EU. As the economic and political fates of member states diverged, people's experiences with and evaluations of the EU and national political systems also grew further apart. The heterogeneity in public preferences that this book has uncovered makes a one-size-fits-all approach to addressing Euroscepticism unlikely to be successful.

Instead of fitting the EU into particular model this book takes the EU as it is and identifies within it a certain series of paradoxes. It argues that if European integration is thought of as a process of state transformation, then these paradoxes can be explained. It argues that this transformation is from a Europe of nation-states to a Europe of member states. It explains in detail the concept of member state and shows how member states evolved after 1945 andparticularly in the crisis of postwar social democracy in the 1970s and 1980s. It then looks at two key policy areas of the EU, macro-economic governance and foreign policy, and shows how we can betterunderstand how these policy areas work when we think of the EU in terms of a union of member states.

This book discusses the domestic politics of treaty reform in the European Union, from the failed referendums on the Constitutional Treaty held in France and the Netherlands in May-June 2005 to the entry into force of the Treaty of Lisbon in December 2009. The chapters, written by some of the finest scholars in the field of EU/European politics, show how European integration has increasingly become a contested issue in a majority of Member States. Going beyond the view that national governments are the main, if not the sole, driving force in the process of European integration, this book shows that other actors and factors have played a central role in preference formation and inter-state bargaining. These include: political parties, public opinion, the media, presidents, constitutional courts and, more broadly, political systems, ratification hurdles and the general negotiation context. National Politics and European Integration combines empirical analysis and theoretical explanations for one of the most controversial periods in the history of the European Union. This important book will be of great interest for advanced students in EU studies, comparative politics and public policy.
