The United States has made tremendous progress in reducing air pollution during the last few decades. But many people believe that Bush administration policies will increase air pollution, and that stringent measures are needed to improve air quality. They are incorrect. Claims that air pollution will increase are not only false, but the exact opposite of what will actually happen. As a result of fleet turnover and already adopted regulations, most remaining air pollution will be eliminated during the next twenty years or so - even without adopting any new regulations. In fact, it would be virtually impossible to prevent continued and substantial reductions in air pollution. The long-term problem of air pollution in the United States has already been solved. Remaining air pollution concerns are now a near-term problem. Yet policy is being driven by the false assumption that air pollution will rise unless we redouble efforts to reduce it. Consequently, regulators continue to focus on needlessly expensive policies to reduce long-term emissions, such as electric vehicles. In reality, there is no way to stop continued and substantial improvements in air quality. Policymakers should therefore focus on flexible, least-cost measures to more quickly reduce remaining near-term pollution.
