Without a governance structure, an organization runs the risk of conflicts and inconsistencies between the various means of achieving organizational goals, the processes and resources, causing costly inefficiencies that impact negatively on both smooth running and bottom line profitability. However, the frequency of projects failing to meet these corporate objectives has focused attention firmly on the process of project governance. In this book, Ralf Müller provides a well-researched framework to explain the different preferences organizations have in goal setting, along with the best-practices, roles and responsibilities related to governance tasks. This concise text is an important guide for project and programme managers, those managers concerned with corporate governance such as risk managers and internal auditors, project sponsors and project board members, as well as academics researching organizational and project performance. Project Governance is part of the Gower Fundamentals of Project Management Series. Practising professionals and project students will find in the fundamentals a definitive, shorthand guide to each of the main competencies associated with project management; a book that is authoritative, based on current research but immediately relevant and applicable.

Large projects are complex undertakings representing major investments. Often problems arise because of failure at the start of a project in terms of establishing governance, choosing the appropriate concept, analyzing the proposal and environment, and maximizing the utility of the investment, all within complex and political decision-making structures. As a result, many projects fail even though they were implemented successfully, simply because the project concept was wrong. While attention has been paid to project execution, this area is underrepresented in literature. However, considerable advances have been made, both practical and in putting the behavior and management of major projects on a proper theoretical basis. This volume therefore provides a resumé of the state of this domain. It is a guide for practitioners, decision-makers and their advisors, as well as students. It takes a narrow view of the project, widening to place it within the organization, then the organizational nexus, and finally the political environment, to give a holistic view on how bad ideas can be avoided and good ideas developed into successful projects.

Project and program governance is a term that is used quite loosely in the project management community. There is a growing trend that when a project fails, project governance seems to be the root cause for the unsuccessfully executed project. But what does project governance mean? Project governance entails all the key elements that make a project successful. However, this is not one-size-fits-all. Project governance needs to be tailored to an organization's specific needs, and there are eight components that must be considered. These components will influence how you create and implement as well as monitor and control the governance framework on your project, program and even portfolio. Project governance is an "oversight function that is aligned with the organization's governance model and encompasses the project life cycle" according to A Guide to the Project Management Body of Knowledge (PMBOK® Guide) - Fifth Edition (Project Management Institute, 2013, p. 34). There are two critical elements in this statement that need to be emphasized: Alignment with organization's governance: There needs to be an understanding of the project's environment to ensure that there is a right fit with the established organization's governance. This alignment is a crucial factor and must be considered when defining (1) the project governance framework, (2) roles and responsibilities and (3) stakeholder engagement and communication. These prerequisites need to be met at the onset of the project kick-off; and longevity, monitoring and controlling of the governance plan: These three components come to fruition during the life cycle of your project. The project/program manager needs to make sure the governance plan is implemented throughout the project and must also monitor and control the effectiveness of the governance plan. When monitoring and controlling the project governance framework, the project manager needs to ensure that there are adequate (4) meetings, (5) reporting, (6) risk and issue management, (7) assurance, and (8) project management control processes.

While corporate culture plays a significant role in the success of any corporation, governance and “governmentality” not only determine how business should be conducted, but also define the policies and procedures organizations follow to achieve business functions and goals. In their book, Organizational Enablers for Project Governance, Ralf Müller, Jingting Shao, and Sofia Pemsel examine the interaction of governance and governmentality in various types of companies and demonstrate how these factors drive business success and influence project work, efficiency, and profitability. The data for the studies was collected through interviews with six companies in Sweden and China and a global web-based questionnaire that garnered 208 responses. Using this data the authors conducted four studies, employing various research methodologies, to investigate the different systems of governance and their relationships to organizational success. Based on these results, the authors discovered that organizational enablers (including key factors such as leadership, governance, and influence of project managers) have a critical impact on how organizations operate, adapt to market fluctuations and forces, and make essential changes over time.
