Cross-border trade in electricity is rapidly expanding as a result of technical innovations, economic and geopolitical developments, and the ongoing decarbonisation of the electricity sector in response to climate change. The expansion of electricity networks and the integration of increasing shares of renewable energy (RE) electricity into the grid have made long-distance electricity flows both feasible and desirable. Drawing on the work of experts in trade and energy law and policy, and offering novel, multidisciplinary perspectives on the rapidly evolving landscape shaping international trade in electricity, this book examines the most important challenges - technical, economic, legal and policy-related - posed by long-distance and sustainable electricity trade. The book explores the regulatory implications of the policy instruments aimed at supporting RE electricity and considers how best to promote greater overall coherence in international electricity governance.

This book provides an up-to-date, rigorous analysis of the state of the art of solar photovoltaic (PV) generation. It focuses on the economic analysis of solar PV generation technologies as well as the policies that have been devised and implemented around the globe to support it. It provides the main theoretical tools for understanding the cost of these technologies, and discusses them from both a historical and comparative perspective with respect to other competing technologies (both conventional and renewable). In addition, it presents the conceptual rationale to maximize reader insights into whether and how public support for these technologies is justified as well as the consequences for the economy of different promotion measures. Integrating concepts from different economics disciplines (environmental economics, innovation economics, industrial economics and public economics) into a coherent basis for the analysis of the costs and policies for solar PV electricity, it provides an update to the literature to reflect recent advances in and deployments of solar electricity and the drastic reduction in associated costs.

English summary: At the fifth Bonner Gesprach zum Energierecht in November 2009, well-known scholars as well as members of all involved industries met in Lerbach to discuss contemporary questions of the internal energy market in Europe. As not only the legal aspects but the whole subject of European energy law have become more and more complex in the past years, it is even more crucial to get profound insight into the relevant diciplines and industries dealing with the internal markets for gas and electricity. The papers published here are dealing with the initiatives of the European Union concerning unbundling of the relevant markets, legal and economic aspects off-shore-wind parks, and decisions of European courts regarding energy law, the EFTA-Court in particular. German text.

English summary: The legal regulations concerning the connection of offshore wind farms to the national grid have recently been amended. As part of the amendments of articles 17a ff. EnWG (the law governing the energy industry), both the public and private legal aspects of the grid connection have been fundamentally reformed. In his study, Frederic Geber addresses both these aspects in detail. As far as the public aspect is concerned, he points out the interrelation between private and public strategy and also deals with the options for legal protection. With regard to the private legal aspects, he compares the current liability system for later grid connections to the previous legal regulations. In addition, the author demonstrates how national planning fits into cross-border plans for a European super-grid. To this end, he discusses the role of the new EU guidelines for trans-European energy networks (TEN-E) 347/2013 and argues for even stricter European rules for the improvement of efforts to connect national grids.
