Rules for the World provides an innovative perspective on the behavior of international organizations and their effects on global politics. Arguing against the conventional wisdom that these bodies are little more than instruments of states, Michael Barnett and Martha Finnemore begin with the fundamental insight that international organizations are bureaucracies that have authority to make rules and so exercise power. At the same time, Barnett and Finnemore maintain, such bureaucracies can become obsessed with their own rules, producing unresponsive, inefficient, and self-defeating outcomes. Authority thus gives international organizations autonomy and allows them to evolve and expand in ways unintended by their creators. Barnett and Finnemore reinterpret three areas of activity that have prompted extensive policy debate: the use of expertise by the IMF to expand its intrusion into national economies; the redefinition of the category "refugees" and decision to repatriate by the United Nations High Commissioner for Refugees; and the UN Secretariat's failure to recommend an intervention during the first weeks of the Rwandan genocide. By providing theoretical foundations for treating these organizations as autonomous actors in their own right, Rules for the World contributes greatly to our understanding of global politics and global governance.

This edited volume examines power in its different dimensions in global governance. Scholars tend to underestimate the importance of power in international relations because of a failure to see its multiple forms. To expand the conceptual aperture, this book presents and employs a taxonomy that alerts scholars to the different kinds of power that are present in world politics. A team of international scholars demonstrate how these different forms connect and intersect in global governance in a range of different issue areas. Bringing together a variety of theoretical perspectives, this volume invites scholars to reconsider their conceptualization of power in world politics and how such a move can enliven and enrich their understanding of global governance.

This edited volume advances existing research on the production and use of expert knowledge by international bureaucracies. Given the complexity, technicality and apparent apolitical character of the issues dealt with in global governance arenas, ‘evidence-based’ policy-making has imposed itself as the best way to evaluate the risks and consequences of political action in global arenas. In the absence of alternative, democratic modes of legitimation, international organizations have adopted this approach to policy-making. By treating international bureaucracies as strategic actors, this volume address novel questions: why and how do international bureaucrats deploy knowledge in policy-making? Where does the knowledge they use come from, and how can we retrace pathways between the origins of certain ideas and their adoption by international administrations? What kind of evidence do international bureaucrats resort to, and with what implications? Which types of knowledge are seen as authoritative, and why? This volume makes a crucial contribution to our understanding of the way global policy agendas are shaped and propagated. It will be of great interest to scholars, policy-makers and practitioners in the fields of public policy, international relations, global governance and international organizations.

Taking a thematic and theoretical approach, this textbook examines international organisations (IOs) and their effectiveness in solving global issues. Through the lens of international relations theory, it focuses on eight key issue areas central to international relations: conflict; weapons; human rights; global health; financial governance; international trade; political and economic unions; development, and the environment. Capturing the best and most up-to-date scholarly research and empirical examples from around the world, the book enables students to develop the theoretical tools to evaluate IOs and answer the key question, 'are IOs a help or a hindrance?'. Text features include suggestions for further reading, questions, highlighted key terms and supplementary online resources, as well as text boxes providing demonstrations of how additional theories and concepts apply to specific IOs in the issue areas discussed. This textbook is an essential resource for undergraduate and graduate courses on global governance, international organisations, and international relations.

English summary: It is Oliver E. Williamson's theory that people behave rationally to a limited extent only and tend to act in their own interests. He shows how post-contractual problems can arise within the framework of relationship-specific dealings, which are subject to a great deal of environmental uncertainty and require specific investments. In order to cope with these problems, capitalist economic systems provide numerous institutions and coordination mechanisms whose efficiency is examined.Williamson studies economic transactions from an economic, legal and organizational perspective. He differentiates between the individual frequency. In doing so, he assigns the most efficient, i.e. the most cost-effective form of coordination to each type of transaction. The structuring, the monitoring of corporations and issues in antitrust law) as well as highly significant empirical evidence attest to its practical importance.
