Why do nation states choose to develop national space programs? How can they justify national efforts to acquire capabilities by arguing for membership of the space club? This book provides a unique perspective of the past, current and future of space exploration and technological development in world politics. A country that sees itself as a power deserving of a seat at the table of world governance is expected to race for space. Based on a rich and detailed analysis of a range of space programs of states which are not usually at the focus of world politics and its research, the author shows that joining the space club is a legitimate and rational decision. The book provides a different way of looking at international relations, through a relatively under-studied area of policy - the space club.

The challenges that space poses for political theory are profound. Yet until now, the exploration and utilization of space has generally reflected – but not challenged – the political patterns and impulses which characterized twentieth-century politics and International Relations. This edited volume analyses a number of controversial policies, and contentious strategies which have promoted space activities under the rubric of exploration and innovation, militarization and weaponization, colonization and commercialization. It places these policies and strategies in broader theoretical perspective in two key ways. Firstly, it engages in a reading of the discourses of space activities: exposing their meaning-producing practices; uncovering the narratives which convey certain space strategies as desirable, inevitable and seamless. Secondly, the essays suggest ways of understanding, and critically engaging with, the effects of particular space policies. The essays here seek to ‘bring back space’ into the realm of International Relations discourse, from which it has been largely removed, marginalized and silenced. The various chapters do this by highlighting how activities in outer space are always connected to earth-bound practices and performances of the every day. Securing Outer Space will be of great interest to students of space power, critical security studies and IR theory.

This paper is a starting point for those not schooled in space, space terminology, and space issues. It provides a brief history of space technology, explains orbit fundamentals, and gives an overview of commands, agencies, and national organizations. It then takes up U.S. policy toward space and the commercialization of space systems. Finally, it highlights some of the more relevant military questions: Does the United States need a separate service for space? Has the space arms race already begun, and what space weapons should be employed? Is the country vulnerable to space attacks and ready to fight in space? The author concludes that space control is probably the single greatest military space issue facing the country in the next several decades.
