What follows is my personal perspective on early events that played a signi?cant role in the formation of the ?eld now known as Smart Structures. It is by no means meant to be all inclusive or de?nitive in any way, but merely an account of personal experiences that ultimately lead to the development of the material contained and presented herein. On March 23, 1983 then President Ronald Reagan announced his intentions to develop a new system to reduce the threat of nuclear attack and end the strategy of mutual deterrence in an address to the nation entitled, Address to the Nation on Defense and National Security. The system he proposed became known as “Star Wars,” after the popular movie, because it was meant to provide a protective shield over the nation from space. His speech mobilized the entire nation on a research and development path toward this end. Investigations were conducted into new areas such as space based radar, large aperture antennae and large ?exible mirror concepts. These proposed systems r- resented an entirely new class of structures that proved to provide new challenges in materials, structures, control systems and modeling. For example antennae needed to monitor large areas of real estate in the continental United States required ap- tures on the order of 100 m.

This book collects invited lectures presented and discussed on the AMAS & ECCOMAS Workshop/Thematic Conference SMART'o3. The SMART'o3 Conference on Smart Materials and Structures was held in a 19th century palace in Jadwisin near Warsaw, 2-5 September 2003, Poland .It was organized by the Advanced Materials and Structures (AMAS) Centre of Excellence at the Institute of Fundamental Technological Research (IFTR) in Warsaw,ECCOMAS - European Community on Computational Methods in Applied Sciences and SMART-TECH Centre at IFTR. The idea of the workshop was to bring together and consolidate the community of Smart Materials and Structures in Europe. The workshop was attended by 66 participants from n European countries (Austria, Belgium, Finland, France, Germany, Italy, Poland, Portugal, Spain, U.K., Ukraine), 1 participant from Israel and 1 participant from the USA. The workshop program was grouped into the following major topics: 4 sessions on Structural Control (18 presentations), 3 sessions on Vibration Controland Dynamics (14 presentations), 2 sessions on Damage Identification (10 presentations), 2 sessions on Smart Materials (9 presentations). Each session was composed of an invited lecture and some contributed papers. Every paper scheduled in the program was presented, so altogether 51 presentations were given. No sessions were run in parallel. The workshop was attended not only by researchers but also by people closely related to the industry. There were interesting discussions on scientific merits of the presented papers as well as on future development of the field and its possible industrial applications.

I was introduced to structural control by Raphael Haftka and Bill Hallauer during a one year stay at the Aerospace and Ocean Engineering department of Virginia Tech., during the academic year 1985-1986. At that time, there was a tremendous interest in large space structures in the USA, mainly because of the Strategic Defense Initiative and the space station program. Most of the work was theoretical or numerical, but Bill Hallauer was one of the few experimen talists trying to implement control systems which worked on actual structures. When I returned to Belgium, I was appointed at the chair of Mechanical Engi neering and Robotics at ULB, and I decided to start some basic vibration control experiments on my own. A little later, smart materials became widely available and offered completely new possibilities, particularly for precision structures, but also brought new difficulties due to the strong coupling in their constitutive equations, which requires a complete reformulation of the classical modelling techniques such as finite elements. We started in this new field with the sup port of the national and regional governments, the European Space Agency, and some bilateral collaborations with European aerospace companies. Our Active Structures Laboratory was inaugurated in October 1995.
