This volume includes the papers presented during the 1st Euro-Mediterranean Conference for Environmental Integration (EMCEI) which was held in Sousse, Tunisia in November 2017. This conference was jointly organized by the editorial office of the Euro-Mediterranean Journal for Environmental Integration in Sfax, Tunisia and Springer (MENA Publishing Program) in Germany. John Wesley Powell, U.S. scientist and geographer, put it best when he said that a watershed is: ...that area of land, a bounded hydrologic system, within which all living things are inextricably linked by their common water course and where, as humans settled, simple logic demanded that they become part of a community. Watersheds come in all shapes and sizes. They cross sectorial boundaries (e.g. county, state/province, and country). No matter where you are, you are in a watershed! World-wide, watersheds supply drinking water, provide r- reation and respite, and sustain life. Watersheds are rich in natural capital, producing goods (agriculture and fisheries products) and services (industry and technology) for broad geographic areas. In many countries, at the base of watersheds where tributaries empty into large water-bodies (e.g. estuaries, seas, oceans) are centers of society and are typically densely populated areas. These areas serve as concentrated centers of the socio-economic system. They also are centers of domestic and international trade, tourism, and c- merce as well as the center of governments (capitals) where local, regional and national legislatures are located. As we all live in a watershed, our individual actions can directly affect it. The cumulative effects of all the individual actions of everyone within a watershed may be, and often are devastating to the quality of water resources and affect the health of living things including humans. Therefore, watershed systems are highly subject to threat to human security and peace.

Based on the suggestions made by the speakers of Plenary Session IV “Ch- lenges to the management of water resources and to countering deserti cation in the Mediterranean region” during the 15th Economic and Environmental Forum, the OCEEA proposed to organize a workshop on “Water Scarcity, Land Degra- tion and Deserti cation in the Mediterranean region – Environment and Security Aspects”. In order to build on common synergies, OSCE sought co-operation with c- leagues from NATO, in particular from the Science for Peace and Security P- gramme. NATO has a longstanding expertise on the issue and had organised in Valencia, in December 2003, a NATO scienti c workshop on “Deserti cation and Security in the Mediterranean Region”. The objective of the new proposed wo- shop would be to broaden its focus from the scienti c community to include also policy makers. 1 The workshop, aimed at government of cials from the Mediterranean Region, gathered representatives of Water management, Land degradation and Desert- cation Departments of Ministries of Environment and representatives from the Ministries of Foreign Affairs. In addition, policy makers, scientists and experts were also invited. The aim was to discuss how the OSCE, NATO and other c- petent organizations like the UNCCD, UNEP, MAP, and the EU could play a role in ensuring that environment and security linkages in terms of water scarcity, land degradation and deserti cation are addressed in the Mediterranean Region.

On 21 November 2007 the grand and elegant Delegates Hall of the Hungarian Parliament was the scene of the opening of a conference to discuss some of the most pressing issues of the day, those related to our unending thirst for energy, its environmental consequences, and the challenges that these bear on security. Over the next 3 days scientists, parliamentarians and their guests confronted, challenged, teased and cajoled each other in a NATO Advanced Research Workshop (ARW) entitled “Energy and Environmental Challenges to Security,” affirming that knowledge and public service hold the keys to solving our greatest challenges. The magnitude of the security challenge was confirmed while this volume was being prepared. In mid-2008, the International Energy Agency issued a report concluding that US$45 trillion would be needed over the next half century to prevent energy shortages and greenhouse gas emissions from undermining global economic growth. But lest such large numbers cause us all to shrug, this volume brings attention to some of the more manageable aspects of the environment and energy security challenge – from addressing conflict resources such as illegal timber that contribute to corruption and regional instability, to means and mechanisms to enable the diversification of energy supplies, to environmental risk reduction strategies for particular installations. The participants in the Hungarian Parliament building were atypical for a NATO Advanced Research Workshop.
