Saionji Kinmochi was an aristocrat, a scholar and a progressive liberal politician who twice occupied the highest political office in the nation and who, during three decades, as adviser to three Emperors, coordinated and directed Japanese politics. His long life encompassed the emergence of the modern Japanese state, the establishment of the constitution, the integration of Japan into the inter-war, international community and the creation, and subsequent erosion of the democratic process. The story of his twilight years chronicles the conflicts between the goals of liberalism and internationalism which dominated Japanese politics in the 1920s and the right-wing militarism which held sway in the years leading to the Pacific War. He was a central figure in the turbulent, formative period of Japan’s political ideology.

Economics, in the modern sense of the word, was introduced into Japan in the second half of the nineteenth century. However, Japanese thinkers had already developed, during the seventeenth and eighteenth centuries, a variety of interesting approaches to issues such as the causes of inflation, the value of trade, and the role of the state in economic activity. Tessa Morris-Suzuki provides the first comprehensive English language survey of the development of economic thought in Japan. She considers how the study of neo-classical and Keynesian economics was given new impetus by Japan's 'economic miracle' while Marxist thought, particularly well established in Japan, was developing along lines that are only now beginning to be recognized by the West. She concludes with an examination of the radical rethinking of fundamental economic theory currently occuring in Japan and outlines some of the exciting new approaches which are emerging from this 'shaking of the foundations.

This extended monograph examines the work of the radical journalist Kotoku Shusui and Japan’s anti-imperialist movement of the early twentieth century. It includes the first English translation of Imperialism (Teikokushugi), Kotoku’s classic 1901 work. Kotoku Shusui was a Japanese socialist, anarchist, and critic of Japan’s imperial expansionism who was executed in 1911 for his alleged participation in a plot to kill the emperor. His Imperialism was one of the first systematic criticisms of imperialism published anywhere in the world. In this seminal text, Kotoku condemned global imperialism as the commandeering of politics by national elites and denounced patriotism and militarism as the principal causes of imperialism. In addition to translating Imperialism, Robert Tierney offers an in-depth study of Kotoku’s text and of the early anti-imperialist movement he led. Tierney places Kotoku’s book within the broader context of early twentieth-century debates on the nature and causes of imperialism. He also presents a detailed account of the different stages of the Japanese anti-imperialist movement. Monster of the Twentieth Century constitutes a major contribution to the intellectual history of modern Japan and to the comparative study of critiques of capitalism and colonialism.

This book aims to discredit the myth that has the `unique cultural traits' of the Japanese as the key to the country's success, arguing that the more realisable foundation of long-term investment in training and research is responsible. The book looks at the development of Japan in the pre-War period. Yukiko Fukusaku sees the achievements of this period as central to the present competitiveness of the country's industrial technology. She uses the Mitsubishi Nagasaki shipyard as a case study, looking at technological innovation and training as the keys to long-term stability and economic success. The book has implications for industrial development worldwide. Japan's starting point over a century ago was similar to the present conditions of many developing countries and the book's emphasis on the acquisition of better skills as a key to development is as relevant to Europe and America as it is to the Third World.

This is the first book to examine in-depth Japan's relations with Africa. Japan's dependence on raw materials from South Africa made it impossible for Tokyo in the 1970s and 1980s to support other African states in their fight against the minority government and its policy of apartheid. Kweku Ampiah's detailed analysis of Japan's political, economic and diplomatic relations with sub-Saharan Africa from 1974 to the early 1990s makes it clear that Japan was lukewarm in the struggle against apartheid. Case studies of Tanzania and Nigeria dissect Japan's trade, aid and investment policies in sub-Saharan Africa more widely.

The first war between China and Japan in 1894/95 was one of the most fateful events, not only in modern Japanese and Chinese history, but in international history as well. The war and subsequent events catapulted Japan on its trajectory toward temporary hegemony in East Asia, whereas China entered a long period of domestic unrest and foreign intervention. Repercussions of these developments can be still felt, especially in the mutual perceptions of Chinese and Japanese people today. However, despite considerable scholarship on Sino-Japanese relations, the perplexing question remains how the Japanese attitude exactly changed after the triumphant victory in 1895 over its former role model and competitor. This book examines the transformation of Japan’s attitude toward China up to the time of the Russo-Japanese War (1904/5), when the psychological framework within which future Chinese-Japanese relations worked reached its erstwhile completion. It shows the transformation process through a close reading of sources, a large number of which is introduced to the scholarly discussion for the first time. Zachmann demonstrates how modern Sino-Japanese attitudes were shaped by a multitude of factors, domestic and international, and, in turn, informed Japan’s course in international politics. Written by a team of Japanese and German scholars, this book presents an interpretation of Japanese/German history and international diplomacy. It provides a greater understanding of key aspects of the countries' bilateral relations from the end of the Sino-Japanese War in 1895 to the parallel defeat of Germany and Japan in 1945. New research is explored on the military as well as ideological interconnections between Japan and Germany in the closing years of the nineteenth century, the First World and the development of bacteriological warfare during the Second World War. In addition, the book's focus on the Second World War significantly re-interprets two familiar axis of Japanese-German relations: the impact of Nazi ideology on Japanese "fascism", and the Axis Alliance. Drawing on German as well as Japanese archival sources, the book presents a revealing examination of a crucial period in the modern history of Western Europe and East Asia. As such it will be of huge interest to those studying the modern history of Japan/Germany, comparative and world history, international relations and political science alike.
