The Special Data Dissemination Standard (SDDS) was established by the IMF in 1996 to guide members that already had, or that might seek, access to international capital markets in providing key economic and financial data to the public. In the following year, the IMF established the General Data Dissemination Standard (GDDS), which seeks to prepare countries for meeting the requirements of the SDDS. Data supplied by countries subscribing to the SDDS, as well as information provided by countries participating in the GDDS, are posted on the Dissemination Standards Bulletin Board (DSBB) on the IMF's public website (http://dsbb.imf.org). This Guide is intended to assist subscribers of the SDDS, GDDS participants moving toward subscription to the SDDS, and users of the DSBB in becoming aware of the features and scope of the SDDS and the DSBB. It is intended to further the IMF's initiatives in data transparency and standards, to enhance the public availability of timely and comprehensive international statistics, and therefore to contribute to countries' pursuit of sound macroeconomic policies and to the improved functioning of global financial markets.

The purpose of this Guide is to explain the nature and objectives of the General Data Dissemination System (GDDS), to describe its operation, and to provide practical guidance to International Monetary Fund (IMF) member countries on participation in the system. The GDDS provides members with a basic framework for a broader national statistical development strategy. It covers a set of statistics recognized to be essential for all countries for policymaking and analysis in an environment that increasingly requires relevant, comprehensive, accurate, and timely statistics available to the general public. The GDDS addresses the full range of issues critical for compiling and disseminating data and making explicit plans for improvement to align national procedures with best practices. This version of the Guide supersedes the version of June 2007. It takes on board the decisions made by the IMF’s Executive Board at the time of the Seventh Review of the Fund's Data Standards Initiatives in December 2008 to align the GDDS and Special Data Dissemination Standard (SDDS) data categories. At that time, the Executive Board also decided to further enhance the GDDS to focus more on data dissemination, both to provide immediate benefit to a country’s policymakers and to facilitate a country’s graduation to the SDDS. In February 2012, at the time of the Eighth Review of the Fund's Data Standards Initiatives, the Executive Board decided to leverage the plans for improvement by focusing further and prioritizing the delivery of technical assistance in statistics. The Guide is expected to continue to be updated as the GDDS evolves.

The paper reviews the Poverty Reduction Strategy (PRS) approach and efforts to build institutional statistical capacity to permit evidence-based monitoring of the Poverty Reduction Strategy Papers (PRSPs). Integrating the PRS approach and statistical development strategies could provide significant synergies in improving the monitoring of the PRSP goals. Mainstreaming the statistical strategies in such development plans should enhance the national priority for statistical reforms and provide a basis for costing such reforms for their incorporation into the medium-term expenditure framework. The paper concludes that such an outcome is likely to facilitate funding for the implementation of these reforms and boost the effectiveness of statistical technical assistance.

The global financial crisis has magnified the role of Financial Sector Surveillance (FSS) in the Fund's activities. This paper surveys the various steps and initiatives through which the Fund has increasingly deepened its involvement in FSS. Overall, this process can be characterized by a preliminary stage and two main phases. The preliminary stage dates back to the 1980s and early 1990s, and was mainly related to the Fund's research and technical assistance activities within the process of monetary and financial deregulation embraced by several member countries. The first "official" phase of the Fund's involvement in FSS started in the aftermath of the Mexican crisis, and relates to the international call to include financial sector issues among the core areas of Fund surveillance. The second phase focuses on the objectives of bringing the coverage of financial sector issues "up to par" with the coverage of other traditional core areas of surveillance, and of integrating financial analysis into the Fund's analytical macroeconomic framework. By urging the Fund to give greater attention to its member countries' financial systems, the international community's response to the global crisis may mark the beginning of a new phase of FSS.
