The Committee invited submissions on how the National Planning Policy Framework (NPPF) has worked in practice since it came into operation in April 2012. The evidence to this inquiry has highlighted a number of emerging concerns: that the NPPF is not preventing unsustainable development in some places; that inappropriate housing is being imposed upon some communities as a result of speculative planning applications; and that town centres are being given insufficient protection against the threat of out of town development. These issues do not, however, point to the need to tear up or withdrawn the NPPF; rather they suggest a need to reinforce its provisions and ensure it does the job it was intended to do.

This book presents a new approach to housing research, one that is relevant to all the social sciences. Housing research is diverse and operates across many disciplines, approaches and methods making collaboration difficult. This book outlines a methodological framework that enables researchers from many different fields to collaborate in solving complex and seemingly intractable housing problems. It shows how we can make progress in housing research and deliver better housing outcomes through an integrated approach. Drawing on the work of renowned Canadian methodologist, philosopher, theologian and economist, Bernard Lonergan (1904–1984), McNelis outlines a framework for collaborative research: Functional Collaboration. This new form of collaboration divides up the work of housing research into functional specialties. These distinguish eight inter-related questions that arise in the process of moving from the current housing situation through to providing practical advice to decision-makers. To answer each question a different method is required. Making progress in housing is the result of finding new answers to this complete set of eight inter-related questions. This approach to collaboration opens up a new discourse on method in housing and social research as well as new debates on progress and the nature of science.

Most books dealing with North American Indigenous peoples are exhaustive in coverage. They provide in-depth discussion of various culture areas which, while valuable, sometimes means that the big picture context is lost. This book offers a corrective to that trend by providing a concise, thematic overview of the key issues facing Indigenous peoples in North America, from prehistory to the present. It integrates a culture area analysis within a thematic approach, covering archaeology, traditional lifeways, the colonial era, and contemporary Indigenous culture. Muckle also explores the history of the relationship between Indigenous peoples and anthropologists with rigor and honesty. The result is a remarkably comprehensive book that provides a strong grounding for understanding Indigenous cultures in North America.

This book is a concise treatise of the alternative paradigms used in BRICS countries to tackle urban housing shortages. There are a number of alternative methods for meeting these shortages which BRICS countries have adopted. These alternatives may agree in terms of desired outcome, but when it comes to approach, mechanics and scope, they are entirely divergent. By focusing on the political economy and the international structure of each BRICS country, these perspectives present alternative and often conflicting approaches to the attainment of better housing. Development Paradigms for Urban Housing in BRICS Countries explores the various political, economic, institutional and cultural factors that have shaped the housing outcomes in BRICS countries that we see today. The book uses a framework which allows comparison between Brazil, Russia, India, China and South Africa, whilst recognizing the differences in the development path that each of these countries has taken.

The passive house concept has become increasingly popular in the building sector in the lost twenty years ond is deemed to ploy on important role in aligning the housing sector with climate and environmental policy objectives. However, for such buildings to ploy this port they need to be more widespread, more common and more accepted by mainstream actors and institutions. The deployment of passive houses involves changes and adaptations in different parts of society. It involves changes in institutional and organisational set-ups, and it involves market and regulatory changes. Previous research on passive houses has focused on demonstration projects or has taken for granted that a dissemination will lead to a full-scale transition of the building sector. This puts undue focus on emerging actors and technologies emerging in isolation. This thesis investigates the wider deployment of passive houses with a focus on mainstreaming. This means that focus is on different social arenas where the deployment of passive houses is negotiated between multiple actors. This thesis contributes to a comprehensive picture of how passive house deployment is shaped through a study of attempts to mainstream these buildings in Sweden. It shows how such attempts hove been partially successful in specific companies and regions, but it also show how a normalization of these buildings has been limited due to market, regulatory, and political developments Possivhuskonceptet hor blivit allt populärare under de senaste tjugo åren och bedöms spela en viktig roll för att anpassa bostadssektorn till klimat- och miljöpolitiska mål.

Human rights based budget analysis projects have emerged at a time when the United Nations has asserted the indivisibility of all human rights and attention is increasingly focused on the role of non-judicial bodies in promoting and protecting human rights. This book seeks to develop the human rights framework for such budget analyses, by exploring the international law obligations of the International Covenant on Economic, Social and Cultural Rights (ICESCR) in relation to budgetary processes. The book outlines international experiences and comparative practice in relation to economic and social rights budget analysis and budgeting. The book sets out an ICESCR-based methodology for analysing budget and resource allocations and focuses on the legal obligation imposed on state parties by article 2(1) of ICESCR to progressively realise economic and social rights to 'the maximum of available resources'. Taking Northern Ireland as a key case study, the book demonstrates and promotes the use of a ‘rights-based’ approach in budgetary decision-making. The book will be relevant to a global audience currently considering how to engage in the budget process from a human rights perspective. It will be of interest to students and researchers of international human rights law and public law, as well as economic and social rights advocacy and lobbying groups.
