The tragedy of 9/11 placed homeland security and the prevention of further attacks into the central focus of our national consciousness. With so many avenues of terror open to our enemies in terms of mode, medium, and location, effective management and mitigation of threat must be grounded in objective risk assessment. The structure of national security decisions should be premised on decision theory and science with minimal political posturing or emotional reactivisim. National Security Issues in Science, Law, and Technology demonstrates a mature look at a frightening subject and presents sound, unbiased tools with which to approach any situation that may threaten human lives. By applying the best of scientific decision-making practices this book introduces the concept of risk management and its application in the structure of national security decisions. It examines the acquisition and utilization of all-source intelligence, including the ability to analyze data and forecast patterns, to enable policymakers to make better informed decisions. The text addresses reaction and prevention strategies applicable to chemical, biological, and nuclear weapons; agricultural terrorism; cyberterrorism; and other potential threats to our critical infrastructure. It discusses legal issues that inevitably arise when integrating new legislation with the threads of our Constitution and illustrates the dispassionate analysis of our intelligence, law enforcement, and military operations and actions. Finally, the book considers the redirection of our national research and laboratory system to investigate the very problems terrorists can induce through the use of weapons we have as yet to confront. Taking the guesswork out of hard choices, National Security Issues in Science, Law, and Technology provides anyone burdened with the mantle of responsibility for the protection of the American people with the tools to make sound, well-informed decisions.

National security, in theory and practice, is about governing a nation for the well-being of the people. It is a group subject and is not the domain of a single expert of a kind. It is teamwork under leadership of excellence. What is important is the consistency of purpose providing comfort to the people of a national and thereby the people of the world in their physical, mental and emotional domains as an ongoing process throughout their lives.

In an interrelated and increasingly complex, dynamic and globalised security environment, New Zealand faces a range of complex and multifaceted non-traditional threats. They range from trade insecurity to terrorism and transnational crime, disputes over the control and exploitation of resources, and tensions linked to ideological, cultural and religious differences. The volume's contributors include local and international academics alongside experts who have extensive New Zealand security-sector expertise in defence, diplomacy, national security coordination, intelligence, policing, trade security and bordermanagement.New Zealand National Security: Challenges, Trends and Issues situates New Zealand within its broader political and regional security context and the various great and minor power tensions occurring within the Asia Pacific and South Pacific regions. Intelligence and the National Security Strategist: Enduring Issues and Challenges presents students with a useful anthology of published articles from diverse sources as well as original contributions to the study of intelligence. The collection includes classic perspectives from the history of warfare, views on the evolution of U.S. intelligence, and studies on the delicate balance between the need for information-gathering and the values of democratic societies. It also includes succinct discussions of complex issues facing the Intelligence Community, such as the challenges of technical and clandestine collection, the proliferation of open sources, the problems of deception and denial operations, and the interaction between the Intelligence Community and the military. Several timely chapters examine the role of the intelligence analyst in support of the national security policymaker. Rounding out the volume are appendices on the legislative underpinnings of our national intelligence apparatus.

The 9/11 terrorist attacks have sparked a wildfire of debates. There are several issues that serve as the source of these debates but they are all based on one of two common concerns: either the balance of power between the people and the U.S. government, or the efficiency of the nation's security resources. How far should the government be able to infringe upon the people's constitutional rights to expression, privacy, religious worship etc. to ensure the safety of its people? And how far will the people be willing to let those rights be infringed upon, if they are even aware that they exist. It is a strange dichotomy that is ironic when one considers that the war on terrorism is being fought in the name of freedom. The other concern was born from questions of whether or not 9/11 could have been prevented and if more lives could have been saved during the tragedy if the nation's security infrastructure was better organised. This book examines these various issues and debates.

This edition of the U. S. Army War College Guide to National Security Policy and Strategy continues to reflect the structure and approach of the core national security strategy and policy curriculum at the War College. The fourth edition is published in two volumes that correspond roughly to the Department of National Security and Strategy's core courses: "Theory of War and Strategy" and "National Security Policy and Strategy." Like previous editions, this one is largely an expansion of its predecessor rather than a major rewriting. About a quarter of the chapters are new, and several others have undergone significant rewrites or updates. However, approximately half of the book remains unchanged. Although this is not primarily a textbook, it does reflect both the method and manner we use to teach strategy formulation to America's future senior leaders. The book is not a comprehensive or exhaustive treatment of either strategic theory or the policymaking process. Both volumes are organized to proceed from the general to the specific. Thus the first volume opens with general thoughts on the nature and theory of war and strategy, proceeds to look at the complex aspect of power, and concludes with specific theoretical issues. Similarly, the second volume begins by examining the policy/strategy process, moves to a look at the strategic environment, and concludes with some specific issues. This edition adds several short case studies that can be used to illustrate the primary material in the volume.

The pioneering essays in this volume explore national security challenges posed by new technologies and examine some ongoing efforts to understand and mitigate their potential negative effects. The authors, drawn from among a roster of international scholars, approach these issues from different yet ultimately complementary angles. Turkish scholar Emin Daskin chronicles the efforts of the Turkish government to develop and implement a Cyber Security Strategy aimed at protecting the country from attacks by both governmental and non-governmental cyber actors. French researcher Christine Dugoin-Clement has studied what she views as a successful case of cyberwarfare, in which Ukrainian soldiers fighting in the eastern separatist region of Donbass have been targeted by cyber attackers attempting to deteriorate their cognition, rendering them less effective in the field. Another French author and military academy instructor, Thomas Flichy de La Neuville, provides a counterpoint study of militarized motorbike attacks in the Sahel, demonstrating that cyberspace is not the only technological sphere in which innovation increasingly threatens security. Finally, American academic Christopher Whyte offers a trenchant critique of current academic studies of cyberterrorism, noting that while "cyberterrorism" appears frequently as a subject of research, the actual work being carried out in this critical area lacks thematic nuance and is only tenuously linked to related major thematic topic areas. The collection highlights the unique challenges faced by countries as they attempt to deal with previously unknown adversaries, as both the nature of the enemy and the field of operations continues to shift with unprecedented speed. It will undoubtedly be of interest to anyone concerned with international relations, cybersecurity, cyberterrorism, and national security in the twenty-first century.
