Annotation * Unique guide to one of the Middle East's main business and financial centres * Assessment of investment opportunities in the seven Emirates * Up-to-date guide to the regulatory and tax regime and the rules of business engagement * Profiles of the UAE's industry sectors and some of its most dynamic companies * Written by professionals with on-the-ground experience * Of interest to professional investors, international companies, analysts, consultants, law firms, banks, accountants, and business academics "Doing Business with the United Arab Emirates" is the definitive English language guide to investment potential, commercial opportunity and business practice in the seven Emirates. The fact that the UAE played host to the recent annual meeting of the Board of Governors of the World Bank and the International Monetary Fund, confirmed that the world's leading financial and business authorities clearly see the crucial importance of the UAE as a global business center. Despite the recent invasion ofIraq, international investment flows are still being encouraged into the region -- something that "Doing Business with the UAE" aims to promote concretely. The book also highlights that the UAE has now developed a highly sophisticated, forward looking economy and a society seeking to capitalize upon the unique assets at its command. With its progressive business environment, an increasingly diversified economy, modern infrastructure and sound legal system, the UAE is asserting itself as the primary location for business in the highly competitive Arab Gulf region. Chapters: Emirates of the United Arab Emirates, Regions of the United Arab Emirates, Ajman, Dubai, Ras al-Khaimah, Fujairah, Abu Dhabi, Sharjah, Dibba, Umm al-Quwain, UAE Awafi Festival, ISO 3166-2: AE. Excerpt: Dubai (Arabic: IPA: English pronunciation: ) is a city which is the seat of one of seven emirates, also sharing the name, of the United Arab Emirates (UAE). The emirate is located south of the Persian Gulf on the Arabian Peninsula and has the largest population with the second-largest land territory by area of all the emirates, after Abu Dhabi. Dubai and Abu Dhabi are the only two emirates to have veto power over critical matters of national importance in the country's legislature. Dubai City is located on the emirate's northern coastline. The earliest recorded mention of Dubai is in 1095, and the earliest settlement known as Dubai town dates from 1799. Dubai was formally established in 1833 by Sheikh Maktoum bin Buti al Maktoum when he persuaded 800 members of the Bani Yas tribe, living in what is now part of Saudi Arabia, to follow him to the Dubai Creek by the Al Abu Falasa clan of Bani Yas, and it remained under clan control when the United Kingdom assumed the protection of Dubai in 1892. Its geographical location made it an important trading hub and by the beginning of the 20th century, it was an important port. In 1966, the year oil was discovered, Dubai and the emirate of Qatar set up a new monetary unit to replace the Gulf Rupee. The oil economy led to a massive influx of foreign workers, quickly expanding the city by 300% and bringing in international oil interests. The modern emirate of Dubai was created after the UK left the area in 1971. At this time Dubai, together with Abu Dhabi and four other emirates, formed the United Arab Emirates. The following year Ras al Khaimah joined the federation while Qa...

THE UNITED ARAB EMIRATES (UAE) in 1993 was a federation of seven separate amirates that had joined together in the winter of 1971-72 to form a single independent country. The new nation was created out of the British dependencies that had been known as the Trucial Coast states (also seen as Trucial Oman or Oman Coast) since 1853 when Britain and the local rulers signed the Treaty of Maritime Peace in Perpetuity, an agreement that ceded to London responsibility for foreign affairs. The individual amirates of the UAE include Abu Dhabi (also seen as Abu Zaby), Ajman, Al Fujayrah, Dubayy (also seen as Dubai), Ras al Khaymah, Sharjah (also seen as Ash Shariqah), and Umm al Qaywayn.

The 2005 Article IV Consultation for the United Arab Emirates reports that the prices in real estate and stock markets, have soared aided by stronger economic fundamentals and investor optimism. An outward-oriented development strategy and prudent financial policies have resulted in impressive economic growth over the years. Economic diversification has advanced rapidly, underpinned by an increasing role of the private sector. There is a need for full rationalization and consolidation of the regulatory oversight related to the capital markets and nonfinancial bank intermediaries.

The United Arab Emirates has remained a mainstay of stability in an increasingly volatile Middle East, managing to maintain a traditional polity despite the impact of rapid modernization and globalization. This in-depth study explores the many contradictions that characterize the UAE and its position within the international system. Davidson first provides a detailed historical background, tracing the recent history of the lower Gulf region, the British involvement in the area, and the establishment of the federation of emirates. He then turns his attention to the UAE's seemingly anachronistic political structure and its socioeconomic development. His astute analysis highlights the UAE's achievements, as well as the problems that have persistently undermined its development objectives.

This Selected Issues paper discusses performance and risks posed by government-related entities (GREs) in the United Arab Emirates (UAE). GREs continue to be a major source of growth and development for the UAE, but they also pose significant fiscal and financial risks. GREs’ debt remains high in the UAE, although it is declining and remains actively managed. To mitigate GREs’ risks, the authorities should build on recent progress and develop an integrated approach, including implementing prudent fiscal policies, enhancing macro- and microprudential frameworks, controlling GREs’ borrowing and integrating them into the public debt management framework, and further strengthening corporate governance and transparency.
